Climate and Community Resilience Hubs Planning Consultant
Project Name: Climate and Community Resilience Hubs of Connecticut
Contract Amount: $80,000 - $100,000
Project Timeline: 12–14 months
Issued By: North Hartford Partnership (Fiscal Agent)
Collaborating Organizations: North Hartford Partnership, Neighborhood Housing Services of New Haven; Greater Bridgeport Community Enterprises
PROJECT OVERVIEW
The Climate and Community Resilience Hubs initiative will establish dedicated centers in three Connecticut cities, with targeted focus on their most climate-vulnerable neighborhoods:
● Hartford: Northeast, Clay Arsenal, Upper Albany
● New Haven: Dixwell, Beaver Hills, Dwight, Edgewood, and West River
● Bridgeport: The South, East, and West End communities bordering Long Island Sound
Within these neighborhoods, each hub will advance three integrated objectives:
1. Community Preparedness: Strengthening local climate readiness and providing emergency support.
2. Energy Equity: Expanding access to energy efficiency and clean energy technologies.
3. Economic Resilience: Creating pathways to green jobs through resource information and workforce training.
These hubs will function as community anchors, central points for resilience services, information, and training to build long-term neighborhood stability.
The North Hartford Partnership, Neighborhood Housing Services and Greater Bridgeport Community Enterprises seeks a qualified consultant or consultant team to conduct a comprehensive 12–14-month feasibility study and master planning phase. This critical work will establish the actionable blueprint for developing and implementing Resilience Hubs in targeted neighborhoods of Hartford, New Haven, and Bridgeport, Connecticut.
The selected consultant will guide the foundational strategy for hubs that will serve as community anchors for climate preparedness, energy equity, and green workforce development.
